Charges Filed – March 26, 1992
On March 26, 1992, Assistant District Attorney Albert “Buddy” McCaig Jr. filed voter fraud charges against 23 individuals, most of them students from Prairie View A&M University. At the same time, grand jury subpoenas were issued, requiring students to appear in court and testify under oath. These documents show how quickly the situation escalated from a question about voter registration into a full criminal investigation. Coming just weeks before runoff elections in the Democratic primary, the charges and subpoenas raised concerns that the legal process could discourage student voting at a critical political moment.
