Primary Election – March 10, 1992

On March 10, 1992, voters in Waller County went to the polls for the Democratic primary, including hundreds of students from Prairie View A&M University. In Precinct 3, the race between incumbent Richard Frey and challenger Frank Jackson quickly became more than a routine local election. Frey represented the county’s long-standing political establishment, while Jackson drew support from Black voters and Prairie View’s growing student population. Because the precinct included the university, student voters had the potential to reshape the outcome.

Many students, voting locally for the first time, had submitted registration forms but never received their certificates. As a result, some cast affidavit ballots, following legal procedure to ensure their votes were counted. What happened next would transform this election into a national controversy, as later reporting warned that the situation could “alter [the county’s] power base,” highlighting just how much political power was at stake.
